HOSPITALS: COP Copley, Morrisville; CV AUDIT: error found in hospital books Continued from Page 1B government and tally its year- overbilled Medicare and Med- said Paul Wallace-Brodeur, the total cost of the project," she said. Fletcher Allen management manipulated the hospital's books to make it look as if the construction cost nearly $200 million less than the current price. Senior managers hid millions of dollars in other parts of the hospital's budgets. That meant the numbers Fletcher Allen used to bill the end financials were skewed.

As a result, Fletcher Allen must revisit its 2000 and 2001 books and Medicare and Medicaid cost reports. The figure, $1.8 million, is small and was spent over three years so its impact on the hospital's financial statements should be minimal, McCarren said. The turtles aren't cooperating, and that's complicating the efforts of officials trying to put the Missisquoi Bay Bridge replacement project out to bid.

Under state law, the eastern spiny soft-shelled turtles must be protected from being harmed by new construction. Last year, the state had two floating platforms installed in the Missisquoi Bay for the threatened reptiles to clamber onto when the new bridge is built. Construction was restricted during the fall and early spring when the turtles tend to be in the bay. If the basking platforms proved successful, the state said it would relax some of those restrictions. Spiritualist woman to change The Associated Press RUTLAND A Dorset woman who bills herself as "the voice of the spirit world" says she did not use undue influence to get a woman dying of cancer to change her will.

Rosemary Altea was named the sole beneficiary of a 580-acre Ira property valued at $720,000. Altea testified Tuesday in Rutland Superior Court that the will change was made because the late Llewella Day wanted to keep her property as it had always been. "She felt very strongly about the land," Altea testified. "She thought it was a gift from God. She wanted someone she could trust to look after it." Altea said she planned to follow Day's wishes by opening a healing center on the property.

He was predeceased by his wife, Mildred, in 1990; his daughter, Margaret; and many nieces Much is riding on the ability to entice the turtles. State officials wanted to see at least five of the reptiles use the platform at one time before it would remove the restrictions on when construction could take place. Contractors might have to submit two sets of costs one for the project with the conditions still in place, and one without.

Landry said organizers hope to have the issue resolved before the project goes out to bid. The turtles might not have responded to the platforms because the units might have been in water that was too deep, he said. They also might not have been bright enough or might not have been covered with enough vegetation. The dinner-plate-sized turtles are a threatened species in Vermont: and an endangered species in Canada. Missisquoi Bay is Lake Champlain's northeastern arm and stretches five miles into Canada.
